Scaling means moving your server to a larger plan. Power the server off, choose the new plan in the control panel, and start the server again. There is no migration and no support ticket.
Yes, briefly. The server has to be powered off while it is resized, so plan the change for a quiet period. Extra disk space can be added separately from the Storage page.
No. Moving to a cheaper plan, or to a plan with less disk space, is not supported in the control panel. If you need a smaller server, create a new one on the smaller plan, move your data, and destroy the old server, or contact support.
Servers are billed by the hour, capped at 672 hours (the monthly price) per month. After an upgrade, hours are billed at the new plan's hourly rate.

Not automatically. There is no auto-scaling and there are no resource alerts. Upgrade before an expected spike, or use the API to resize a server from your own scripts.
No. Your operating system, applications, files, and configurations are preserved during scaling. The upgrade simply allocates more resources to your existing server. Nothing is lost or changed.
